These figures would suggest that several million individuals are abusing marihuana in the United States and indicate that only alcohol and tobacco abuse are more common.

Summary of Laws of the United States Regulating Drugs of Abuse (Table 2) The earliest federal legislation was a tax passed in 1890 which placed a duty of $1 a pound on raw opium and $6 a pound on smoking opium.
