Merton puts it this way: To the extent that conflicting powers in his role-set neutralize one another, the status-occupant has relative freedom to proceed as he intended in the first place. . I do not say that the status-occupant subject to conflicting expectations among members of his role-set is in fact immune to control by them. I suggest only that the power and authority-structure of role-sets is often such that he has a larger measure of autonomy than he would have had if this structure of competing power did not obtain.

Unless the exogenous variables are strongly interrelated, a population is likely to be distributed across many distinctive social positions (Simmel 1955; Blau 1977), and although many actors may find themselves in proximate social positions, few social positions will be jointly occupied. Hence, initial disagreements and problems of coordination and control are ubiquitous, which brings us to the second criticism of structural analysis. 5 Social Organization To what extent are actors' opinions in agreement and behavior coordinated as a consequence of their social positions?

The occurrence and intensity of acrimonious disputes among actors in different social positions is not reliably associated with the distance between positions; such disputes may exist between actors whose positions on issues are both close and far apart. The field of opportunities for social conflict is uniform, so that differences of opinion of any magnitude may become salient to the actors involved. In short, the theory permits a situation in which a population is partitioned into a small number of social positions that are each occupied by a large number of actors, and it also permits a situation in which each social position has only a single occupant.
